Responsibilities of League or Division Commissioners of SCG Softball Club

Each playing league or division shall have no more than three commissioners, with one of those being designated as Chief Commissioner and two of them designated as Assistant Commissioner. The Chief Commissioner will be appointed by the President and will recommend persons to the President for appointment to the position of Assistant Commissioner. Commissioners will serve until they voluntarily retire, or are removed from office by the President.
Their responsibilities consist of the following:
1) Decide on the method of drafting players and selecting team managers for their league or division and either participate in the draft or be observers.
2) Decide on the method of acquiring substitutes.
3) Establish and enforce rules of play and of code of conduct specifically for their league or division. These rules will be submitted to the board for approval before being distributed to their players.
4) Enforce the approved SCG club rules for all leagues or divisions which are not amended by specific league or division rules.
5) Either appoint a Head Umpire or personally assume the task of scheduling umpires for league or division play.
6) Oversee team managers to insure that manager’s responsibilities to conform to rules, provide Scoreboard Operators and to perform field opening and field closing duties whenever they are home team of the first or last game of the day are carried out.
7) Receive any and all complaints and protests from their league or division and determine appropriate action to be taken. Present the issue and its resolution to the Board. Should the Commissioners be unable to agree on a determination of action the issue will be referred to the Board for them to make a determination.
